Speaking at the group discussion session of the 5th meeting of the Hanoi People's Council on the afternoon of 14/7, Hanoi People's Committee Chairman Vu Dai Thang stated that the city reviewed and updated all growth scenarios and developed specific solutions for each sector and field to achieve the set goals, following the release of first six months' growth data.
According to Mr. Thang, Hanoi's gross regional domestic product (GRDP) for the first six months of the year increased by 8,22%. While this figure is a high level compared to previous years, it remains short of the 11% annual growth target. To bridge this gap, GRDP in the last six months of the year must grow by an average of about 13%, with Q3 targeted at approximately 12,5% and Q4 at about 13,4%.
The city chairman affirmed that these targets are well-grounded for implementation, as they were calculated based on statistical data and developed in coordination with research institutes and specialized agencies.
From late 2025 until now, Hanoi has focused on investment preparation, process completion, organizational restructuring, administrative procedure reform, and resolving many stagnant projects. Thanks to new mechanisms, policies, and the city's decisive leadership, the implementation progress of many projects has been significantly shortened compared to before.
The last six months of the year will see the implementation of numerous traffic infrastructure projects, connecting roads, urban infrastructure, and other large investment initiatives. These projects are expected to create additional momentum for economic growth.
One of the areas expected to contribute significantly is housing development, particularly social housing. Since the beginning of the year, the city has approved investment policies for nearly 60 social housing projects, encompassing over 100.000 apartments.
Calculations by the construction sector indicate that the volume of construction for social and commercial housing projects in the last six months of the year will increase by about 75% compared to the first half. This surge in activity will create more jobs for the construction industry and directly contribute to GRDP growth. Additionally, industrial parks and many large investment projects will also enter an intensive implementation phase.

Regarding service land and resettlement land, Mr. Thang stated that the city submitted a resolution to the People's Council to immediately resolve approximately 22.000 cases. This data was compiled from previous reports by districts and current reports by communes and wards; any new cases will continue to be updated and supplemented.
"When combining factors from new institutions, administrative procedure reform, and the implementation progress of infrastructure, social housing, industrial park, and large investment projects, we believe that the 2026 growth target is feasible and completely grounded for implementation," said the Hanoi chairman.
During the group discussion, some delegates suggested that to realize the growth target, the city needs to continue to remove bottlenecks related to land clearance and planning. Tam Hung commune Party Secretary Bui Van Sang highlighted a challenge in land clearance: the same plot of land sometimes applies two different compensation mechanisms for two different projects. This discrepancy leads to a compensation difference of about 55 million dong per sao (a traditional Vietnamese land unit, approximately 360 square meters), causing difficulties in gaining public consensus. He proposed studying a more synchronized mechanism to facilitate project implementation.
Several delegates also recommended that the city promptly approve zoning plans. This action would remove investment bottlenecks and facilitate the acceleration of infrastructure projects and economic development.
