At the 14th Party Congress on the morning of 21/1, Phong stated that the Hanoi Party Committee has committed to the Central Committee on four major issues, including pioneering the implementation of new models for review and replication. The city aims to lead the reform of the Party's leadership methods in the new era, considering this a central political task across all activities of the Hanoi Party Committee. This initiative underscores Hanoi's dedication to becoming a modern, incorruptible, active, and development-oriented ruling party, aspiring to be "the national political and administrative center, the heart of the country". Phong emphasized, "Hanoi will pioneer alongside the entire nation in confidently entering a new era of strength, prosperity, civilization, and happiness for the Vietnamese people."

The Deputy Standing Secretary also highlighted Hanoi's significant achievements in the past term. The city, home to nearly 500,000 Party members—the largest number nationwide—saw its economy grow by an average of 6.57% annually over five years, reaching 8.16% in 2025. The economy's scale reached 63.5 billion USD, ranking second nationally. In 2025, Hanoi's budget revenue was 711 trillion VND, with a per capita income of 180 million VND per year. Despite this progress, the city focuses on resolving five key bottlenecks: traffic congestion, urban order, flooding, environmental pollution, and food safety.
Drawing from practical experience, Phong shared lessons on unity, decisiveness, and thoroughness, particularly emphasizing the "six daring actions": daring to think, speak, act, take responsibility, innovate, and confront difficulties. He stressed that leaders must "take the lead," especially for major, challenging, and unprecedented tasks. Citing President Ho Chi Minh's admonition, "The whole country looks to our Capital...", Phong affirmed that Hanoi must always be exemplary, worthy of the nation's trust and affection. The city's development will focus on overcoming long-standing bottlenecks while achieving breakthroughs. Hanoi aims to answer General Secretary To Lam's question: "How will Hanoi shape its identity and development model to both preserve the soul of Thang Long and transform into a creative, green, smart, globally connected megacity?"

Hanoi's development strategy is rooted in innovation, with science, technology, and digital transformation as primary growth drivers. This includes reorganizing urban space towards a multi-center, multi-polar, multi-layered, green, harmonious model, adapting to climate change and enhancing residents' quality of life. For the 2025-2030 period, Hanoi aims for an 11% annual growth rate. Phong underscored culture as a soft power, emphasizing the preservation and promotion of its thousand-year tradition of civilization. Leveraging Hanoi's people and the Thang Long - Hanoi culture will create a distinct competitive advantage.
"Hanoi will be an international city, a hub for international talent, capital, and knowledge," Phong declared. He added that the capital's new development models will offer experimental value, spread influence, and lead the way for the Central Committee's review. To manage this megacity, Hanoi must transition from administrative command-based leadership to a modern model featuring a "digital Party committee, constructive government, pioneering enterprises, and societal consensus." All resolutions will aim for measurable results, assessable effectiveness, and timely adjustments.
