The directive came on the afternoon of 18/3, as city leaders inspected the project connecting Tan Hung, Vinh Hoi, and Cau Ong Lanh areas (former districts 7, 4, and 1). The project spans nearly 5 km, with a total investment exceeding 3,700 billion VND. It includes a system of roads and bridges over the Te Canal and Ben Nghe Canal, creating a crucial connection between the southern part of the city and the central area.

Chairman Duoc explained that dividing the project into many small packages could complicate management. With multiple contractors involved, a lack of synchronization might arise, affecting overall progress. He directed that existing signed contracts could proceed, but uncommenced sections should be consolidated under a general contractor model. This approach aims for centralized management and increased construction efficiency.
Regarding the construction method for the section passing through Nguyen Khoai street (former district 4), the investor initially planned hai phases to maintain traffic flow. However, city leaders argued this approach would likely prolong the timeline and necessitate multiple barriers, negatively impacting residents' daily lives and businesses. Chairman Duoc suggested exploring a "rolling construction" method, combined with traffic diversion to nearby routes. This aims to minimize disruption and shorten the project schedule.

Nguyen Anh Minh, Director of the HCMC Traffic Works Construction Investment Project Management Board, clarified the initial reasoning for the numerous packages. He stated that the project was originally designed only to connect districts 7 and 4, leading to the division into many packages. When the project was adjusted in 2023 to expand to district 1, it retained existing packages while adding new ones, increasing the total. Following the new directive, the investor will coordinate with relevant parties to review and propose consolidation plans.
The project commenced late 2025, with a target completion in Q1/2027. Currently, the project faces challenges with site clearance, as 38 out of 147 cases have not yet been handed over. The HCMC People's Committee Chairman urged local authorities to expedite procedures, striving to complete site clearance by june.

Once completed, the Nguyen Khoai bridge-road route will enable continuous travel from the southern area (Ho Trong Mau street) to Vo Van Kiet boulevard, while also connecting various surrounding routes. The project is expected to alleviate congestion on the Nguyen Huu Tho - Kenh Te bridge, Duong Ba Trac, and Nguyen Tat Thanh axes, which have experienced prolonged traffic jams for many years.
