Head of Hanoi Party Committee's Organization Commission appointed deputy head of Central Organization Commission

Mr. Ha Minh Hai, head of the Hanoi Party Committee's Organization Commission, has been assigned and appointed deputy head of the Central Organization Commission by the Secretariat.

On the morning of 11/5, at the decision announcement ceremony, Nguyen Duy Ngoc, head of the Central Organization Commission, praised Mr. Ha Minh Hai as a well-trained official with innovative thinking, experienced at the grassroots level, and who has held key positions in Hanoi.

In his capacity as head of the Hanoi Party Committee's Organization Commission, Mr. Ha Minh Hai advised on innovative solutions for party building and organization work. These included the "digital party committee" model, data-driven cadre evaluation reforms, the application of objective and key results (OKR) management, performance measurement using key performance indicators (KPIs), and real-time data monitoring.

Mr. Ha Minh Hai, 57, from Thanh Hoa, holds a master's degree in Economics and a bachelor's degree in Law. He previously worked at Power Construction Company one under the Ministry of Energy, then as a specialist at the Hanoi Tax Inspection Department before holding various positions such as director of the Hanoi Tax Department, director of the Department of Finance, secretary of the Dong Da District Party Committee, and vice chairman of the Hanoi People's Committee. From 2/2025, he served as head of the Hanoi Party Committee's Organization Commission.

The Central Organization Commission is an advisory body to the Central Committee, the Politburo, and the Secretariat regarding party building and organization, political system development, cadre and party member affairs, and internal political protection.

Currently, the head of the Central Organization Commission is Nguyen Duy Ngoc. Following personnel consolidation, the commission now has 8 deputy heads, including: Hoang Trung Dung (standing), Do Thanh Binh (concurrently minister of Home Affairs), Trinh Manh Linh, Nguyen Thanh Tam, Nguyen Huu Dong (concurrently chairman of the Committee for Deputy Affairs), Nguyen Thanh Binh, Ha Minh Hai, and Ms. Bui Thi Quynh Van.
