The Propaganda Department and the Army's Propaganda sector must regularly research and advise on comprehensive innovation in the Army's ideological and cultural work. This includes improving the quality of political, social science, and humanities education to suit the current context.
General Nguyen Trong Nghia also directed the Propaganda Department to provide timely ideological guidance, coupled with enhanced information efforts. This ensures ideological work "leads the way" in unifying understanding and guiding correct actions for all officers and soldiers.
The department should actively research and apply science and technology, including digital transformation, to elevate the quality of ideological and cultural work in the new era. He also called for active coordination with functional agencies to counter and refute distorted arguments undermining the Party, State, and Army, especially in cyberspace.

Lieutenant General Nguyen Van Duc, head of the Propaganda Department, explained the department's origins. On 11/5/1946, the Ministry of National Defense issued Decree number 27, establishing the Ministry's Political Department. This department comprised an Office, Training Department, Propaganda Department, and Inspection Board. The Propaganda Department and Training Department within the Political Department became the precursors to today's Propaganda Department and the Army's Propaganda sector. Consequently, 11/5/1946 is recognized as the Traditional Day for both.
"Over the past 80 years, the Army's Propaganda sector has consistently fulfilled its duties, contributing to a politically strong Army and enhancing its overall quality and combat strength," Lieutenant General Nguyen Van Duc stated.
