Ho Chi Minh City's People's Council approved a proposal on the morning of 6/2 to adjust the investment policy for upgrading and expanding Vinh Loc road. This project covers the section from Tran Van Giau street to Road 2A within the Vinh Loc Industrial Park.
The Ho Chi Minh City People's Council initially approved the investment policy for this project in 2015-2016, envisioning an 18 m wide road with a total investment of VND 807 billion, planned for implementation from 2016-2020. Three years ago, authorities again proposed an adjustment to over VND 4,300 billion. However, the project has yet to be implemented due to issues with its scale, funding, and compensation for site clearance.
The updated plan revises the road's width from 18 m to 30 m, accommodating 4 lanes for motorized vehicles. Its length has also been extended from approximately 6 km to over 7 km, reflecting current conditions.

The route traverses Binh Loi, Vinh Loc, Tan Vinh Loc communes, and Binh Tan ward. The project requires acquiring nearly 24 ha of land, with about 8 ha managed by the state and the remainder requiring compensation. This impacts approximately 1,424 cases, including 93 households needing resettlement. According to Ho Chi Minh City People's Committee, the increase in total investment is primarily due to the wider road, updated compensation rates for land and assets, and the integration of site clearance into the construction project for synchronized implementation. Of the VND 6,900 billion total capital, compensation, support, and resettlement costs account for about VND 5,807 billion.
Vinh Loc road is currently severely overloaded. The road, only 7-8 m wide, experiences heavy traffic and frequent, prolonged congestion, especially at "black spots" like Vinh Loc five-way intersection and the Vinh Loc - Tran Van Giau junction. Many sections operate with one-way traffic, disrupting daily life and the business activities of residents and enterprises.

According to Ho Chi Minh City People's Committee, expanding the route to 30 m is a necessary technical solution to restore two-way traffic flow, increase capacity, ensure traffic safety, and alleviate pressure on National Highway 1 and neighboring routes. Once completed, the Vinh Loc road project is expected to become a crucial link between western Ho Chi Minh City's industrial parks, such as Vinh Loc and Le Minh Xuan. It will also help distribute traffic from National Highway 1 and Provincial Road 10. The road will also serve as a key component of the ring road network, reducing logistics costs, fostering socio-economic development, and enhancing urban planning in the city's western gateway.
The project is planned for implementation from 2026-2028, following the completion of investment policy adjustments and site clearance procedures.
