The groundbreaking ceremony for the social housing project at 4 Phan Chu Trinh was held on the morning of 8/8 by the Ho Chi Minh City Management Board for Investment and Construction of Civil and Industrial Works. The project aims to provide resettlement housing for residents displaced by the Xuyen Tam canal renovation project.

The project consists of three 20-story apartment blocks (B1, B2, and B3) with a total of 864 units. Each block combines residential units with commercial and service spaces. The project covers an area of over 12,099 m2, with apartments ranging from 40 to 76 m2 and offering one to three bedrooms to accommodate diverse needs.
The total investment for the project is over 997 billion VND. The project includes internal roads, landscaping, power supply, water supply and drainage systems, and fire protection systems. The project is expected to be completed by the end of 2027.
At the groundbreaking ceremony, Ho Chi Minh City Vice Chairman Bui Xuan Cuong emphasized the importance of integrating the project with the surrounding area, ensuring complete infrastructure, amenities, and landscaping to help residents settle in comfortably. He urged the investor to closely monitor the project to ensure timely construction and disbursement of funds according to the plan.
The Department of Construction was also instructed to quickly propose appropriate policies and determine suitable pricing for the social housing units to meet the needs of residents.

According to the 2024 Land Law, households whose land is acquired, regardless of whether they own a house, are entitled to resettlement in the form of land or housing, through sale, lease, or lease-purchase options, if the locality has suitable land or housing available. Ho Chi Minh City has previously implemented several projects with resettlement housing provisions, such as the Thu Thiem New Urban Area and canal renovation projects in District 8.
The Xuyen Tam canal dredging and renovation project extends from the Nhieu Loc - Thi Nghe canal to the Vam Thuat river, passing through An Nhon, Binh Loi Trung, Binh Thanh, and Gia Dinh wards (formerly belonging to Binh Thanh and Go Vap districts). The project has a total investment of nearly 17,230 billion VND and is scheduled for completion in 2028. The project aims to improve drainage and flood control, enhance local traffic connectivity, and develop integrated technical infrastructure along the canal, including wastewater collection and treatment at the city's centralized wastewater treatment plant. Currently, several sections of the project are facing land clearance issues.
