The city has instructed local authorities to monitor, inspect, and strictly penalize businesses and homes combined with businesses that violate fire prevention and fighting regulations, preventing any lax management.
Police forces and social organizations are required to strengthen safety measures for high-risk groups in their areas, particularly homes combined with businesses. Locations with billboards, structural extensions, "tiger cages" (metal grilles or cages that obstruct exits), numerous flammable goods, potential electrical system hazards, or obstructed escape routes must be rigorously inspected and monitored.
Wards and communes must implement synchronous solutions as guided by the Ho Chi Minh City Police, clearly defining responsibilities for each department to avoid solely entrusting the police with the task.
Statistics from early 2025 to 10/2025 show that the city experienced 331 fires, resulting in 27 deaths, 19 injuries, and estimated property damage exceeding 49 billion VND. The majority of these incidents (80%) stemmed from electrical system failures, primarily occurring in private homes, rental properties, and small production and business establishments.
