In a document sent to the Ho Chi Minh City People's Committee (UBND TP HCM) on 20/4, the Department of Construction stated that previous free bus and metro fares during holidays significantly increased passenger numbers. However, these quickly decreased afterward, indicating unsustainable effectiveness. Therefore, as the city plans to implement full bus fare exemptions, complementary solutions are essential to retain passengers.
Regarding the network, authorities propose restructuring the route system, adjusting existing routes, and adding green and smaller buses to enter residential areas, increasing accessibility. The network will also expand connections to Ba Ria - Vung Tau, Binh Duong, and Long Thanh airport (Dong Nai).

Bus infrastructure will see priority improvements. The city is studying dedicated bus lanes on eligible routes and intersections, including Nguyen Huu Canh and Nguyen Tat Thanh (post-expansion). Sai Gon, Cho Lon, District 8, and Cu Chi bus terminals, alongside transfer stations, will be upgraded, with improved pedestrian infrastructure to enhance public access.
Operationally, TP HCM plans to complete an integrated electronic ticketing system across the public transport network and implement technology in management. Cashless payments are already in use on most bus routes and metro line one. Real-time route lookup applications will also see further upgrades.
Authorities also propose flexible adjustments to routes, stops, and service times based on demand, increasing frequency in crowded areas during peak hours. Bus schedules will synchronize with metro and other public transport types to reduce waiting times and facilitate transfers.
Concurrently, TP HCM is researching the establishment of low-emission zones (LEZ) in central areas, Can Gio, and Con Dao, restricting vehicles that do not meet emission standards. This policy will include support for residents to switch to public transport and control private vehicles.
Currently, TP HCM operates 180 bus routes with over 2,400 vehicles, including 135 inter-provincial routes. The city plans to make all inter-provincial bus fares free from May, pending procedural completion. Experts suggest that while free fares provide an initial boost, long-term effectiveness hinges on service quality and system convenience.
