The Chairman of the Ho Chi Minh City People's Committee issued this directive to efficiently utilize state-managed land, curb waste from vacant plots, improve urban aesthetics, and expand green spaces and community areas for holidays and cultural events.
The review's scope includes land allocated or leased for projects that are delayed, suspended, or have remained vacant for extended periods.

As assigned, the Department of Agriculture and Rural Development will lead coordination with relevant departments, agencies, and localities to inventory and assess the current status of each land plot. This will inform proposals for eligible sites to be temporarily used for urban renovation, temporary flower gardens, parks, and community living spaces.
The Department of Construction is tasked with coordinating efforts to mobilize businesses and investors to contribute resources for renovating eligible land plots. The city aims to complete several projects and public spaces before Lunar New Year 2026 to serve residents celebrating the spring festival.
Ward and commune authorities where the land is located are responsible for coordinating current status checks, determining legal standing, identifying investors, and establishing vacancy durations. They will also participate in managing, protecting, and maintaining the sites during temporary use. Land use must be authorized, transparent, time-limited, and the site must be returned when a project officially commences, preventing any complaints.
Previously, the Department of Agriculture and Rural Development proposed 9 central land plots for temporary flower gardens and parks to serve Tet Binh Ngo (2026). The Department of Construction also requested relevant units to finalize renovation and embellishment plans by January 2026.
Key land plots include locations at: 8-12 Le Duan; 2-4-6 Hai Ba Trung; 33 Nguyen Du; 34-36, 42 Chu Manh Trinh (Sai Gon ward); 135 Nguyen Hue - 39 Le Loi; 87 Cong Quynh; 74 Ho Hao Hon - 289 Tran Hung Dao; and the quadrangle formed by Le Thanh Ton - Nam Ky Khoi Nghia - Nguyen Trung Truc - Le Loi streets. Additionally, there are plots at 8 Vo Van Tan (Xuan Hoa ward) and 152 Tran Phu (Cho Quan ward).
Investors, land lessees, and sponsoring businesses are required to collaborate on proposing renovation plans, ensuring technical, safety, and urban aesthetic requirements are met.
