This information was announced by Nguyen Van Duoc, Chairman of the Ho Chi Minh City People's Committee, at a meeting on 4/8 with leaders of 30 communes, wards, and the special zone formerly belonging to Ba Ria - Vung Tau province, now merged into Ho Chi Minh City.
After merging with Binh Duong and Ba Ria - Vung Tau, the new Ho Chi Minh City covers over 6,700 km2 with a population of nearly 14 million people and comprises 168 administrative units at the commune level, including 113 wards, 54 communes, and the Con Dao special zone.

Mr. Duoc said the city will transition from a public administration model to a service-oriented administration, focusing on citizens and businesses. The "boundary-less administrative" service model is considered a breakthrough solution to reduce hassle and prevent citizens from having to run back and forth or resort to paperwork brokers.
Accordingly, people can submit and process paperwork at any public administrative center citywide, instead of being limited to their place of residence. In the initial phase, the city will implement this in 38 wards.
For effective operation, each ward and commune will recruit five young personnel with competence and experience working at public administrative centers. Local authorities will be in charge of the recruitment process.

The Chairman of the Ho Chi Minh City People's Committee requested the Department of Science and Technology to invest in information technology infrastructure, ensuring continuous transmission and preventing interruptions during procedure processing. "The city has sufficient funds for this," Mr. Duoc stated.
Regarding development orientation, city leaders announced that the new Ho Chi Minh City will be organized under the model of "one space - three functional zones". The former Ho Chi Minh City area will serve as the international financial center, the science and technology hub, and the core urban area; Ba Ria - Vung Tau will be the center for maritime economy, energy, entertainment, and deep-water ports; and Binh Duong will be the technology hub, focusing on new-generation industries.
