From the night of 21/7 to the end of 22/7, heavy rains combined with water discharge from hydroelectric plants caused flooding and flash floods in many mountainous areas of Nghe An province, such as Ky Son, Con Cuong, Quy Chau, and Que Phong, due to the impact of Typhoon Wipha.
Nghe An authorities reported that as of the evening of 25/7, 16 mountainous communes with over 13,000 households and 61,000 people remained isolated. Many schools were flooded and damaged.

At My Ly 2 semi-boarding ethnic minority primary and secondary school in My Ly commune, floodwaters completely submerged the single-story buildings, while water levels in the multi-story building reached the second floor.
Furniture such as tables and chairs from seven classrooms and the kitchen, along with boarding students' supplies, were completely swept away. 12 televisions, five refrigerators, 22 computers, 1.7 tons of rice reserved for boarding students, school records and documents, belongings of resident teachers, and students' books, school supplies, boarding items, and blankets were completely submerged. Total damages ranged from 2.5 to 3 billion VND.
At Thong Thu 1 primary school in Thong Thu commune, five classrooms and four teacher's rooms at the main campus had their roofs blown off. Water seepage damaged the electrical and fan systems. At the Muong Piet sub-campus, classrooms were flooded to a depth of half a meter, damaging nearly 80 sets of tables and chairs, many computers, along with the electrical and water systems.
