Nguyen Khac Toan, 56, hails from Dong Ninh Hoa ward, Khanh Hoa province. He holds bachelor's degrees in judicial law and party and state building. He was a reserve member of the Party Central Committee khoa 11 and 12, and a full member of khoa 14.

Toan has held several key positions. He previously served as chief of staff of Khanh Hoa Provincial Party Committee, secretary of the Cam Ranh City Party Committee (former), head of the Provincial Party Committee's organization commission, permanent deputy secretary of the Provincial Party Committee, and chairman of Khanh Hoa Provincial People's Council.

Following the merger of Khanh Hoa with Ninh Thuan in 7/2025, he assumed the role of chairman of the Provincial People's Council. hai months later, he was elected chairman of Khanh Hoa Provincial People's Committee.

In 11/2025, the Secretariat assigned Toan as deputy secretary of Hue City Party Committee. Subsequently, the Hue City People's Council elected him chairman of the city People's Committee with a 100% approval rate, a position he has held until now.

Currently, Le Ngoc Quang serves as secretary of Da Nang Party Committee. The 5 deputy secretaries include Nguyen Khac Toan (permanent), Nguyen Dinh Vinh, Nguyen Manh Hung, Nguyen Duc Dung, and Ngo Xuan Thang.
