On 18/7, the Tan My Commune People's Committee (CPC) announced it had fined 6 households a total of over 40 million VND. These households had illegally built sheds and auxiliary structures, ranging from 30 to 650 square meters, within the area slated for clearance for the north-south high-speed railway project.
According to local authorities, after news spread about the railway's planned route, some residents quickly erected structures in hopes of receiving compensation. These households were found to have illegally changed the designated land use, converting agricultural land (not rice paddies) and production forest land into non-agricultural or rural residential land.

One of the 6 violating households voluntarily dismantled their structure after discussions with local authorities. On 17/7, this family took down a 336 square meter shed with unfired brick walls nearly 2 meters high.
Nguyen Van Vuong, chairman of the Tan My CPC, said the commune is completing the paperwork to address other cases of land misuse. Authorities continue to encourage people to voluntarily dismantle illegal structures and are advising those currently building to halt construction to avoid financial losses.
In Truong Phu commune, chairman Le Van Son also reported that authorities have discovered several temporary structures built amidst melaleuca and rubber forests. The local government is currently investigating and urging residents to dismantle these structures to prevent further violations.

The north-south high-speed railway project traverses Quang Tri province for over 190 km, with two main stations planned for the former Dong Hoi city and the former Dong Ha city, along with 4 maintenance stations in Bo Trach, Ninh Chau, Tan My, and Ai Tu communes. The route passes through 35 communes and wards, occupying approximately 1,865 hectares of land, affecting over 7,200 households, of which nearly 3,100 will need to be resettled.
Quang Tri province plans to build 51 resettlement areas at a total cost of about 3,180 billion VND. The Department of Construction, the standing body of the Steering Committee, is working with other departments, sectors, and localities to finalize legal procedures and investment preparations to begin construction on at least one resettlement area by 19/8.
The National Assembly approved the investment policy for the north-south high-speed railway project in 11/2024, with an initial estimated capital of approximately 1.7 quadrillion VND (equivalent to 67 billion USD). The 1,541 km line, with a double track of 1,435 mm and a design speed of 350 km/h, will have 23 passenger stations and 5 freight stations, passing through 20 provinces and cities from Ngoc Hoi (Hanoi) to Thu Thiem (TP HCM). In addition to public investment, the project will also be implemented through public-private partnerships (PPP) or business investment.
