Minister Pham Thi Thanh Tra made this announcement at a review meeting on the afternoon of 8/7, covering the first 6 months of the year and outlining tasks for the remaining months.
The minister instructed departments within the ministry to consolidate, review, and propose adjustments to the base salary and allowances for officials and public employees, aiming for a balanced and reasonable approach. Deputy Minister Nguyen Manh Khuong was assigned to prepare the content for the ministry's report to the Party and State leaders regarding the proposed adjustments.
The base salary is currently used to calculate salaries, allowances, and other benefits for officials and public employees. Since July 2024, their salaries have been calculated by multiplying a coefficient with the base salary of 2.34 million VND per month.
During the National Assembly session in mid-June, many delegates urged prompt salary reform, particularly for communal and provincial officials after the merger. The streamlining of the government apparatus has increased workloads and lengthened commutes, requiring reasonable policies to retain personnel. The former Vice President of the Binh Duong Province Labor Federation suggested that the government should quickly implement appropriate salary policies to create motivation and contribute to a more substantial government reform.

At the same meeting, Minister Pham Thi Thanh Tra asked all units to closely monitor the situation and promptly identify and report any difficulties in operating the two-tiered local government model. The Local Government Department was tasked with compiling obstacles encountered at the grassroots level and submitting weekly reports to the relevant authorities.
In the next two months, the Ministry of Home Affairs (MOHA) will focus on developing documents related to salary and allowance policies; implementing the Law on Officials and Public Employees; and organizing employee representation in businesses, to submit to the Standing Board of the Party Central Committee and the Politburo.
Following the Politburo's directive, the ministry is also advising on the development of regulations for evaluating officials and public employees based on key performance indicators (KPIs), following the principle of "in, out, up, and down."
Vu Xuan Han, Chief of the MOHA Office, stated that the government restructuring has achieved significant results. The 15th government currently comprises 14 ministries, 3 ministerial-level agencies, and 5 government-affiliated agencies. Ministries and sectors have reduced 13 general departments, 509 departments, 232 divisions, 3,377 sub-departments, and 205 public service units. The total payroll of the government has decreased by 22,300 people.
Since July 1st, with the implementation of the two-tiered local government model, 368 specialized agencies under provincial People's Committees (UBND) have been eliminated, along with all specialized agencies at the district level, which have been transformed into departments under communal UBNDs.
