Personnel nominated to participate in the Central Committee, Politburo, Secretariat, and key Party and State leadership for the 14th term (2026-2031) were unanimously presented to the Congress with high consensus.

The 15th session of the 13th Central Committee convened in Hanoi from 22/12 to 23/12/2025, as announced on the afternoon of 23/12. General Secretary To Lam presided over the meeting, delivering both opening and closing remarks.

The Central Committee approved the report from the 13th Central Committee to the 14th National Congress regarding personnel for the 14th Central Committee.

The Central Committee also passed, with a high consensus vote, the list of personnel nominated to the 14th Central Committee, the Politburo, the Secretariat, and key Party and State leadership for the 2026-2031 term. This list will be presented to the 14th National Congress for consideration, decision, and election in accordance with Party regulations.

Earlier, in his closing remarks, General Secretary To Lam, on behalf of the trusted individuals nominated for the next Central Committee and leadership positions, thanked Central Committee members, the Politburo, and the Secretariat for their confidence. According to the announcement, at the meeting, the Central Committee provided feedback for the fourth time on the draft documents to be presented at the 14th National Congress. Most opinions expressed high agreement, evaluating the drafts as thoroughly, meticulously, seriously, and scientifically prepared.

The Politburo provided close guidance, demonstrating an open-minded approach by receiving and refining feedback from the Central Committee, Party congresses at all levels, National Assembly delegates, the Fatherland Front, political-social organizations, cadres, Party members, and the public to further improve the drafts. The documents were noted for being concise, yet comprehensive, highly practical, and action-oriented. They clearly articulate new policies of the Central Committee and Politburo, identify limitations and weaknesses, and reflect the Party's resilience and the nation's aspirations for development.

The Central Committee also unanimously approved the draft report summarizing theoretical and practical issues regarding the Doi Moi (renewal) process in Vietnam over the past 40 years. The report faithfully, objectively, and comprehensively reflects the great, historically significant, and epochal achievements of the Doi Moi process.

The draft focuses on clarifying fundamental and important contents, including: the global, regional, and domestic contexts impacting Vietnam over 40 years of Doi Moi; the Party's theoretical development; achievements, limitations, and lessons learned from the practical implementation of socialism in Vietnam. It also forecasts the situation, presents viewpoints, and outlines solutions to continue comprehensively and synchronously promoting the Doi Moi process, national construction, development, and defense in the new period.

The Central Committee highly approved the draft report summarizing 15 years of implementing the Party Charter and proposing directions for its amendment and supplementation. The Central Committee also discussed and comprehensively evaluated the popularization, concretization, inspection, and supervision of the Party Charter's implementation; the results of implementing Central Committee regulations and guidelines; the strengths, limitations, challenges, and causes during implementation, as well as the viewpoints and principles for amending and supplementing the Party Charter.

The Central Committee unanimously approved the draft documents to be presented at the 14th National Congress. It assigned the Politburo to incorporate Central Committee discussions and finalize them for submission to the 14th Party Congress.

The meeting also provided feedback on several other draft documents: the working regulations for the 14th Party Congress and the election regulations at the Congress; the report summarizing inspection, supervision, and Party discipline enforcement during the 13th Congress term; the policy on developing a plan to summarize 100 years of Party leadership in the Vietnamese revolution (1930-2030); the policy on developing a plan to summarize 40 years of implementing the National Construction Platform during the transitional period to socialism; a report on important work resolved by the Politburo since the 14th Central Committee meeting until the 15th Central Committee meeting of the 13th term, and key tasks until the 14th Congress; a report on preparations for organizing the 14th Congress; a report summarizing inspection, supervision, and Party discipline enforcement in 2025, and tasks for 2026; a report on the national situation in 2025; and a report summarizing Party financial work for the 2021-2026 term.

The Central Committee assigned the Politburo to incorporate Central Committee feedback and finalize the draft regulations for submission to the 14th National Congress. It also tasked the Politburo with finalizing and issuing the reports as stipulated.
