The overall project comprises two component initiatives. Road construction, costing nearly 1.668 billion VND, will be overseen by the Provincial Development Project Management Board. Land acquisition and clearance, estimated at over 572 billion VND, will be handled by the Khanh Hoa Land Fund Development Center.
Both entities are tasked with developing a comprehensive plan to ensure land clearance progresses in sync with construction. They are also required to submit monthly reports to the Provincial People's Committee (UBND) detailing investment preparation, capital allocation, and resolution of any obstacles.

Nguyen Thanh Hien, Director of the Provincial Development Project Management Board, stated that upon completion, the road will reroute traffic at the entrance to Nam Nha Trang and Nha Trang wards. This will enhance connectivity to Cam Ranh airport and the North-South expressway, thereby reducing vehicle flow through the city center.
Ring Road 3 is also anticipated to unlock new opportunities for urban, residential, and service development in suburban areas. This expansion aims to alleviate population and infrastructure pressure on central Nha Trang, fostering local socio-economic growth.
