The breach occurred near where machinery, equipment, and structures of the waste treatment facility are located. The heavy rainfall caused a torrent of water carrying waste to flow down into the production area and fish ponds owned by residents, creating a nauseating smell.
Xieng Thanh Phu, chairman of the People's Committee of Sa Loong commune, Quang Ngai province, said that months of continuous heavy rain led to a buildup of water within the landfill, creating pressure that resulted in the breach. Heavy rain continues in the area.
The People's Committees of Sa Loong and Bo Y communes, along with the landfill's operating unit, are on-site to assess the damage, implement remedial measures, and compile a damage report. Initial estimates indicate that 15 households have been affected.

The Sa Loong Solid Waste Treatment Complex is located in the commune of the same name. The 6.8-hectare project, costing 49.3 billion VND, was overseen by the former Ngoc Hoi District Project Management Board. It was designed to handle solid and domestic waste for the locality. Following the district's dissolution, the landfill's management and operation were transferred to the Project Management and Public Service Board of Bo Y commune.
