The complex, funded by the state budget, commenced construction in 2022. It is situated by the central lake in Bac Gia Nghia ward, Lam Dong province. Notably, this area was formerly Gia Nghia city in Dak Nong province.

The complex comprises the central square, a museum, a library, a park, and associated infrastructure, including transportation networks, green spaces, and technical facilities. It is designed to host political and cultural events, educational activities, and recreational pursuits for residents in western Lam Dong province.

Ho Van Muoi, Chairman of Lam Dong Provincial People's Committee, stated that the project enhances the region's cultural institutions. It also provides a vital public space and an architectural landmark for Gia Nghia.

This square ranks among the 10 largest projects nationwide and stands as the largest in the Central Highlands - South Central Coast region. It is also one of the few squares in Vietnam integrated with a lake landscape, a feature shared with Lam Vien square in Da Lat and similar projects in Tuyen Quang and Nghe An.

Lam Dong province envisions the square as a central hub for community activities and a venue for major political, economic, and cultural events. This development is also expected to boost tourism to Gia Nghia.

The inauguration ceremony saw the attendance of General Phan Van Giang, Deputy Prime Minister and Minister of National Defense; Lieutenant General Le Xuan The, Commander of Military Region 7; and various central and local leaders.

Following the ribbon-cutting, an art program featured performances titled "Buon lang mo hoi" (Village Festival), "Tri an" (Gratitude), and "Lam Dong khat vong va phat trien" (Lam Dong's Aspiration and Development). Artists from the Lam Dong Art Theater performed in the event.

Concurrently, the province is hosting a trade exhibition at the square from 25/7 to 2/8. The event features approximately 100 booths representing over 80 enterprises, cooperatives, and production facilities from both within and outside the province.
