The Central Organization Commission announced the decision on the afternoon of 14/7 in An Giang. Lieutenant General Noi will cease participation in the Central Public Security Party Committee and has been assigned to the Executive Committee and Standing Committee of the Provincial Party Committee, concurrently holding the position of Deputy Secretary of the Provincial Party Committee and Secretary of the Phu Quoc Special Zone Party Committee for the 2025-2030 term.

Dinh Van Noi, 50, originally from Can Tho City, has held various positions within the public security forces. In 2016, he was appointed Deputy Director of Can Tho City Police, then transferred to Director of An Giang Provincial Police in 2020.

During his tenure in An Giang, he led many major investigations into smuggling, counterfeit goods, gambling, drug trafficking, and organized crime. He was also the first provincial police Director to publicly share his personal phone number, inviting citizens to report crimes and provide feedback.

In September 2022, Dinh Van Noi was transferred to Director of Quang Ninh Provincial Police, where he oversaw investigations into significant cases involving economic crime, corruption, bidding fraud, and smuggling. In August 2024, the Minister of Public Security assigned him to serve as Director of the Internal Political Security Department.
