The General Staff commands, operates, organizes, and directs the development of the Vietnam People's Army and self-defense militia forces, while also directly overseeing military operations. This agency comprises the chief of the General Staff, deputy chiefs of the General Staff, and functional departments responsible for operations, combat training, and personnel.

The chief of the General Staff also serves as a deputy minister of National Defense, managing the ministry's operations in the minister's absence. General Nguyen Tan Cuong currently holds this position.
