On 11/7, the Politburo and Secretariat issued a conclusion on further developing the organization and operation of two-level administrative units to ensure efficiency and seamlessness.
To address immediate personnel challenges, the Politburo and Secretariat have allowed for the appointment of capable and experienced individuals to positions such as commune party secretary, deputy secretary, chairperson, and vice chairperson of the People's Council and People's Committee, even if they lack formal qualifications or designated roles. After their appointment, these individuals are expected to promptly fulfill the requirements for high-level political theory and designated positions.

Localities are required to prepare documents at the provincial and commune levels, as well as personnel plans for party committees. The appointment of additional party committee and government officials, especially commune secretaries and chairpersons, must be completed before the commune, ward, and special zone party congresses. Commune party committees with over 250 affiliated party organizations will have no more than 300 delegates attending the 2025-2030 term party congress.
The Politburo and Secretariat have tasked localities with promptly arranging official residences, offices, and working facilities. The refinement of functions and tasks for specialized agencies at the provincial and commune levels must be completed before 31/7.
The Party Committee of the Government is responsible for ensuring that online public services for citizens and businesses are not restricted by administrative boundaries. The Government, along with the Ministries of Justice, Home Affairs, Agriculture and Environment, Health, and Education and Training, will provide specific guidance on decentralization to localities, enabling them to proactively handle administrative procedures, budget management, organizational structure, and human resources.
Specialized training for local officials should focus on areas such as taxation, business registration, land, environment, justice, health, and education.
The Party Committee of the Vietnam Fatherland Front and exemplary mass organizations will continue to direct the Central Committee of the Ho Chi Minh Communist Youth Union in maintaining volunteer activities, sending students to communes, wards, and special zones to provide IT support and implement digital transformation. Mass organizations will continue to be reorganized to reduce their number and streamline their internal structure.
Following the merger, the country now has 34 provinces and cities, and 3,321 communes, wards, and special zones. The district level has been abolished. The two-level local government model nationwide became operational on 1/7.
