The Secretariat announced the decision on the morning of 17/11. Mr. Ngoi will be nominated for election as chairman of the PPC, replacing Pham Thanh Ngai, who has been assigned to serve as deputy secretary of Dong Thap Provincial Party Committee.
This assignment aligns with a policy of the Politburo and the Secretariat. The policy mandates that all provincial chairpersons are not from the local area.
Mr. Ngoi, 53, is from Cai Be district, formerly Tien Giang (now Cai Be commune, Dong Thap province). He holds a bachelor's degree in economic law, a master's degree in party and state building, and a doctorate in political science.

He previously served as director of the Department of Labor, War Invalids and Social Affairs, secretary of Tam Binh District Party Committee, vice chairman, and chairman of the former Vinh Long PPC. In July, when Vinh Long province merged with Ben Tre and Tra Vinh, the prime minister appointed Mr. Ngoi as chairman of the new Vinh Long PPC, a position he has held until now.
Ca Mau, after merging with Bac Lieu, has an area of over 7,900 km2 and a population of over 2,6 million people. With its three-sided coastal location, the province has favorable conditions for developing marine economy and aquaculture.
For the 2026-2030 term, Ca Mau aims for an average five-year gross regional domestic product (GRDP) growth rate of 10% or more. Its target for per capita GRDP by 2030 is over 6,000 USD, with total five-year export turnover around 17 billion USD, and total five-year budget revenue of at least 75,000 billion VND.
