On 1/12, the City Party Committee and the Da Nang City People's Committee convened a conference to announce personnel appointments. Under the new appointments, Tran Thi Kim Hoa, the city's chief inspector, was appointed as Director of the Department of Home Affairs, also serving as Deputy Head of the City Party Committee's Organization Commission and Chairperson of the Hoang Sa Special Administrative Region.
This marks the first time a woman has held the chairperson role for Hoang Sa Special Administrative Region since the government established the Hoang Sa District People's Committee on 23/1/1997. Effective 1/7/2025, following the merger, the administrative entity will be known as Hoang Sa Special Administrative Region, with its headquarters at the Hoang Sa Exhibition House on Hoang Sa Street, Son Tra Ward. Previous chairpersons included Dang Cong Ngu, Vo Cong Chanh, Vo Ngoc Dong, and Nguyen Huu Loi (during the Hoang Sa District People's Committee era), and Phan Van Binh (for the Hoang Sa Special Administrative Region). Given the unique characteristics of this island district, the chairperson is typically appointed from the Director of the Department of Home Affairs.

During this series of appointments, Tran Thang Loi, Chief of Staff of the City Party Committee, was appointed as the city's Chief Inspector. Phan Van Binh, a member of the Standing Committee of the City Party Committee, was appointed as Chief of Staff of the City Party Committee. These decisions take effect for a five-year term starting 1/12/2025.
Speaking at the conference, Nguyen Dinh Vinh, Permanent Deputy Secretary of the Da Nang City Party Committee, urged the new officials to leverage their capabilities, demonstrate responsibility, and foster internal solidarity. He emphasized their role in proactively advising the City Party Committee and City People's Committee on Party development and personnel matters. He also called on relevant agencies to collaborate and facilitate the new officials' successful completion of their duties.
