Man fined 1,5 million VND for erasing emergency phone numbers on expressway

Le Van Huan, owner of an oto tire repair shop, has been fined 1,5 million VND for erasing hotline and rescue phone numbers on the Bung - Van Ninh expressway.

On 18/5, Quang Ninh commune police announced that Le Van Huan, owner of an oto tire repair shop, was fined 1,5 million VND. The penalty was for dismantling, destroying, or causing damage to signs, guideposts, or emblems of agencies and organizations, as stipulated by Decree 144/2021. Additionally, the commune police are completing procedures to transfer his case to the Traffic Police Department for further action regarding unauthorized stopping and parking on the expressway, under Decree 68/2024.

The incident occurred on the morning of 3/5. A truck with a Quang Tri license plate, bearing "Lop oto Huan Le" on its rear, was observed on the Bung - Van Ninh expressway, specifically in the section passing through Quang Ninh commune. The vehicle stopped in an area equipped with traffic cones and information boards designated for broken-down vehicles.

A man, later identified as Huan, leaned out of the truck's cabin and used a tool to scrape off paint from the information board, attempting to erase a rescue phone number. He then exited the vehicle to continue scraping multiple other digits. The entire act lasted over two minutes.

A video of the incident was posted on social media on 9/5. Quang Ninh commune police subsequently verified the footage and summoned Le Van Huan, a 39-year-old resident of Quang Ninh commune, identifying him as the individual involved.

Huan admitted to using the paint scraping tool to remove the hotline and rescue/vehicle repair phone numbers from the information board. He stated his actions stemmed from a professional conflict with another repair facility located in Le Ninh commune.

The police emphasized that this incident serves as a cautionary lesson for individuals, organizations, and road users regarding compliance with traffic order and safety laws. They also highlighted the importance of appropriate conduct while driving and in daily life. All acts of destruction and violations of traffic order and safety regulations will be detected and strictly dealt with.
