On the afternoon of 11/10, after days of heavy rain, the weather cleared. Hoang Anh, a resident of Dong Hoi ward, used a car tire inner tube and a net to paddle out to Nhat Le sea for near-shore fishing. While casting his net, waves swept him more than one nautical mile northeast of the shore. Exhausted and facing strong currents, he was unable to swim back to safety.

The man was seen lying on the car tire inner tube, continuously waving for help. Residents on shore quickly noticed the situation and reported it to the Nhat Le Border Post.
Border guard officers and soldiers immediately dispatched a boat to search for and rescue him. Approximately one hour later, Hoang Anh was brought safely to shore. The border guard force conducted a health check, confirmed the victim was stable, and then handed him over to his family for continued observation.
Following periods of heavy rain, river water flows into the sea, often leading to an abundance of fish and shrimp near the shore. Coastal residents in Dong Hoi and Dong Thuan wards frequently take advantage of this time to cast their nets and fish.
The Border Guard advises residents to adhere to safety regulations when working and fishing at sea. They recommend being fully equipped with life-saving devices, avoiding solo trips, and proactively planning for emergencies.
