The Lang Ward People's Committee recently requested individuals owning houses and land along both sides of ring road 1 (the section passing through Lang Ward), whose properties do not meet the minimum area requirements for construction, to immediately consolidate their land plots and adjacent structures with neighboring owners. This consolidation is necessary to qualify for permits for renovation and beautification.
Upon completion, the individuals involved must report to the ward authorities by 1/9 to receive guidance on preparing documents for renovation and beautification permits. After this deadline, the ward will compile a report and submit it to the city for resolution regarding cases that fail to consolidate their plots and structures.

The Lang Ward People's Committee issued this announcement based on Hanoi City's Decision 73, which outlines architectural management regulations in the area. According to this decision, land plots remaining after land clearance that are adjacent to roads or streets and measure less than 15 square meters are not permitted for construction. Exceptions apply to cases where the area is under 15 square meters but has a side dimension of 3 meters or more, allowing for a staircase, bedroom, and auxiliary areas, and the plot has only one facade, situated between two adjacent houses.
In accordance with these regulations, after land clearance for the construction of ring road 1 (Hoang Cau - Voi Phuc section), Lang Ward identified 21 properties that did not meet the construction area requirements. Among the 18 cases with specific remaining land area data after clearance, only one property measured nearly 15 square meters. All other properties were less than 10 square meters, with four houses measuring less than one square meter.

Hanoi City has tasked the Department of Justice with reviewing related regulations, referencing the Capital Law of 2026, to advise on issuing provisions for properties that are deemed unsuitable for continued existence when the state reclaims land.
While the Department of Justice conducts its review and prepares its report, if users of land plots with remaining areas smaller than the minimum after reclamation do not agree to the reclamation, the ward and commune authorities will encourage them to consolidate their land plots and adjacent residential structures in accordance with Decision 73.
