General Secretary To Lam has called for a significant push in science, technology, digital transformation, and information security within the military. Speaking on 4/12 at the 15th Central Military Commission Conference, held at the Ministry of National Defense headquarters, General Secretary To Lam, who also serves as Secretary of the Central Military Commission, outlined key objectives. He assessed that in 2025, the Ministry of National Defense and the entire military will complete their military and national defense tasks and foster a clean, strong Military Party Committee.
Looking ahead, General Secretary To Lam emphasized that 2026 marks the initial year for implementing the Resolution of the 14th National Congress, entailing a substantial workload. It will also be the inaugural year for deploying the policy of building a modern military and a modern all-people national defense. He endorsed the proposed directions for military and national defense tasks and the development of the Military Party Committee for 2026, defining the year's theme as "determination to research and produce advanced, modern weapons and equipment."
The General Secretary urged the Central Military Commission and the Ministry of National Defense to enhance strategic advisory capacity. This includes strengthening research, forecasting, and timely handling of situations to prevent passivity or surprise. He also stressed the importance of close coordination with agencies, ministries, sectors, and localities to build a comprehensive all-people national defense. Units must continue to build a "lean, compact, strong," modern military, improve training quality, and boost combat readiness. Additionally, they must ensure robust logistics and technical support for all operational tasks.
General Secretary To Lam highlighted breakthrough tasks in science, technology, innovation, and digital transformation. This involves developing a robust digital ecosystem and secure databases to ensure information safety and security. Furthermore, he directed units to increase production and improve the living standards, health, training, and working conditions of soldiers, adhering to the motto: "sufficient provisions make strong soldiers."
Regarding defense diplomacy, the General Secretary called for establishing a strategic balance in relations with partners, especially major powers. The goal is to maintain a peaceful and stable environment, preventing the risk of war and conflict early and from afar. He also instructed the military to actively participate in peacekeeping operations, humanitarian assistance, search and rescue, and disaster relief efforts.
