Police are implementing public order and security measures. Security guards and specialized units are organizing strict controls in the Congress area, accommodation, travel routes, and related activities of delegates.
In the next layer of protection, mobile police, special forces, and counter-terrorism units are deployed according to operational plans. They are ready to handle complex situations, prevent disruption and sabotage, and ensure social order and safety before, during, and after the Congress.

Major Nguyen Van Linh, Deputy Regiment Commander of Missile Regiment 236, Air Defense Division 361, stated that the unit has intensified training and coordinated combat crew drills according to approved operational plans.
