Mr. Doan Trung Kien, 47, is originally from Ha Nam (now Ninh Binh) and holds a Doctor of Law degree. He previously served as rector of Hanoi Law University and director of the Judicial Academy, and held various positions at the Government Office before becoming vice chairman of Tay Ninh Provincial People's Committee in 4/2025.

Mr. Pham Quang Hung, 52, from Ninh Binh, pursued master's and doctoral studies at the University of Saskatchewan, Canada. His career includes serving as a lecturer at Hanoi University of Civil Engineering and holding several directorships within the Ministry of Education and Training: director of the Department of Training with Foreign Countries, director of the Department of International Cooperation, and director of the Department of Science, Technology, and Information.

The Ministry of Education and Training is a government agency tasked with state management across various educational levels: preschool, general, vocational, higher, and continuing education. Its responsibilities also encompass professional skill development and the state management of both the Vietnamese language and ethnic minority languages.
The current Minister of Education and Training is Mr. Hoang Minh Son. He is supported by five deputy ministers: Mr. Pham Ngoc Thuong, Mr. Le Quan, Mr. Doan Trung Kien, Mr. Pham Quang Hung, and Ms. Nguyen Thi Quyen Thanh.
