The expressway, located in Dong Thap province, is part of the North-South expressway project in the western Mekong Delta. It begins at the N2 route in Doc Binh Kieu commune and ends at the An Binh intersection (at the start of Cao Lanh bridge) in My Tra ward.

The project is funded by a 4,500 billion VND loan from South Korea through the Economic Development Cooperation Fund (EDCF), with the remaining funds coming from Vietnam.
The My Thuan Project Management Board (the project investor) estimates a 3-year construction period. In phase one, the project will acquire land for the planned 6 lanes, but initially construct 4 lanes with a maximum speed of 100 km/h. Currently, 98% of the land needed for construction has been acquired.
According to the Ministry of Construction, the expressway will enhance the region's transportation network and increase the Mekong Delta's transport capacity. It will also improve connectivity between the southeastern and southwestern provinces, reducing travel time and transport costs for businesses.
