On the afternoon of 12/8, the National Assembly Standing Committee discussed and amended the draft Law on Oversight Activities of the National Assembly and People's Councils. The revised draft stipulates that the National Assembly and People's Councils will no longer directly organize thematic oversight delegations. Annually, the National Assembly will select an oversight theme and assign the National Assembly Standing Committee, the Ethnic Council, or National Assembly committees to carry it out. The results will be reported to the National Assembly for review and discussion during its session, culminating in a resolution.
The National Assembly, its Standing Committee, the Ethnic Council, and National Assembly committees will oversee the activities and legal documents of authorized agencies, organizations, and individuals at the central level.
National Assembly Chairman Nguyen Thanh Man believes that in the context of digital transformation, overseeing legal documents of the government, ministries, branches, and localities will be more convenient as they are readily available within the system. "Oversight doesn't require large-scale delegations; it should be streamlined," he said, emphasizing that oversight must identify both strengths and weaknesses for timely remedies, without creating difficulties for ministries, branches, and localities.
According to Man, the National Assembly's thematic oversight should be conducted once a year, focusing on the most pressing issue. The National Assembly Standing Committee and other National Assembly agencies need to strengthen supervision, regularly identify issues, and report to competent authorities for policy and legal adjustments.

National Assembly Vice Chairman Tran Quang Phuong also emphasized that the draft law must clearly reflect the principle of evidence-based oversight, not subjective opinions. Oversight delegations must gather, evaluate, and survey practical situations. He agreed with the Chairman that the National Assembly needs only one annual oversight theme, with other matters assigned to the Standing Committee and specialized agencies according to the approved program.
Under current regulations, the National Assembly oversees two themes annually at two regular sessions and assigns two other themes to the Standing Committee. For the National Assembly's thematic oversight, the National Assembly will pass a resolution establishing a delegation and an oversight plan.
