On the afternoon of 24/6, the National Assembly voted to approve the 2026 oversight program. In the first session (mid-2026), the 16th National Assembly will oversee the investment in the North-South high-speed railway project, the Lao Cai-Hanoi-Hai Phong railway project, and pilot special mechanisms for developing urban railway networks in Hanoi and Ho Chi Minh City.
During the same session, the National Assembly will review the summary report of the election of deputies to the 16th National Assembly and People's Councils at all levels for the 2026-2031 term. They will also oversee the resolution of voter petitions submitted to the 10th session of the 15th National Assembly, the government's report on the socio-economic situation in 2025 and early 2026, the state budget situation in 2024, and the practice of thrift and anti-wastefulness in 2025.

In the second session (late 2026), the National Assembly will oversee the implementation of the socio-economic development plan and the 2026 budget, as well as the proposed 2027 plan. They will also review the allocation of the 2027 central budget, anti-corruption and crime prevention efforts, law enforcement, complaint and denunciation resolution, and the management and use of social insurance and health insurance funds in 2025.
The National Assembly will oversee several major transportation infrastructure projects: the next phase of the Ho Chi Minh City highway project, Long Thanh Airport, sections of the North-South Expressway's eastern route (phases 2017-2020 and 2021-2025), the fourth ring road in the Hanoi capital region, and the third ring road in Ho Chi Minh City.
Other expressway projects under scrutiny include Khanh Hoa-Buon Ma Thuot, Bien Hoa-Vung Tau, Chau Doc-Can Tho-Soc Trang, and the North-South Expressway's western section from Gia Nghia to Chon Thanh.
The National Assembly will also oversee other areas, such as planning, judicial activities, citizen reception, and reports from the State Audit, the Supreme People's Court, and the Supreme People's Procuracy.
Based on feedback from representatives, the National Assembly Standing Committee added oversight of the arrangement of provincial-level administrative units and the two-level local government model. This issue significantly impacts citizens, businesses, officials, public employees, and the management of public finance and assets.
The resolution assigns the National Assembly Standing Committee, National Assembly committees, National Assembly delegations, and National Assembly representatives to proactively implement oversight of this content using appropriate methods, potentially integrating it with other oversight activities.
In 2026, based on the actual situation, the National Assembly Standing Committee may request the government to issue a separate thematic report for the National Assembly to discuss at an appropriate time.
