The National Election Council is chaired by the National Assembly Chairman. The permanent vice chairman is the permanent vice chairman of the National Assembly, who also heads the personnel subcommittee. The three vice chairmen include a deputy prime minister, the president of the Vietnam Fatherland Front Central Committee, and the vice president.
Other members include the head of the Party Central Committee's Organization Commission, the chairman of the Party Central Committee's Inspection Commission, the head of the Party Central Committee's Commission for Propaganda and Education, the ministers of national defense and public security, and three National Assembly vice chairmen who also head subcommittees on legal documents and complaint resolution, information and propaganda, and security and social order.
The remaining members are the minister of home affairs, the chairman of the National Assembly's Committee for Deputy Affairs, the general secretary and head of the National Assembly Office, who also serves as the head of the National Election Council Office, the chairman of the Ethnic Council, the president of the Vietnam Women's Union, and the first secretary of the Ho Chi Minh Communist Youth Union Central Committee.

The National Election Council, established by the National Assembly, is responsible for organizing elections for National Assembly deputies and directing and guiding elections for People's Council deputies at all levels. The council has a supporting apparatus based at the National Assembly building, an official seal, state-funded operations, and the authority to mobilize officials from various agencies and organizations.
The council's term ends after submitting a summary report of the election and the results of the verification of National Assembly deputies' qualifications to the new National Assembly.
This afternoon, the National Assembly will elect the chairman of the National Election Council and ratify the list of vice chairmen and members.
Also on June 25, 2025, the National Assembly resolved to increase the number of members of the 15th National Assembly Standing Committee from 19 to 20. This includes the National Assembly chairman, six vice chairmen, and 13 members.
Previously, the Standing Committee had 19 members. A vacancy arose after Y Thanh Ha Nie K'dam, chairman of the Ethnic Council, was appointed by the Politburo as secretary of the Lam Dong Provincial Party Committee.
