Ngo Duy Hieu, Vice President of the Vietnam General Confederation of Labor, announced this information on the afternoon of 5/7. This is a step in implementing Conclusion 174 (issued 4/7) by the Politburo and the Secretariat, assigning the Confederation to lead and coordinate with the Ministry of Home Affairs in researching policies for dedicated union staff working under labor contracts, receiving salaries and allowances from union funds, who are affected by the streamlining.
According to Mr. Hieu, the support policy will be based on Government Decree 178 on organizational restructuring and downsizing, and Decree 154. Funding will come from union finances. "The policy will maximize benefits for union staff, tailored to each group's specific circumstances and the organization's financial capacity," he said.

Reports from local labor federations indicate that nearly 600 dedicated union staff nationwide who signed contracts before 15/1/2019 will lose their jobs due to the restructuring.
Mr. Hieu described these staff members as experienced professionals with close ties to the grassroots level and workers. Many have outstanding achievements and are dedicated to the union. However, due to streamlining requirements, they must leave their positions. "We deeply understand their feelings and have worked hard to develop a proposed policy," he said.
Currently, Decree 178 and its guiding circulars do not fully cover dedicated union staff. Therefore, the Confederation has twice submitted proposals to include them in the benefits scheme. The Confederation's Party Committee also reported to the Party Committee of the Vietnam Fatherland Front and other central organizations. This issue was also raised in a meeting with General Secretary To Lam on 23/6.
"With the new policy from the Politburo and the Secretariat, the upcoming policy will demonstrate recognition and appreciation for the contributions of dedicated union staff," Mr. Hieu said.
Previously, former President of the Vietnam General Confederation of Labor, Dang Ngoc Tung, also submitted a petition to relevant agencies and General Secretary To Lam requesting support for dedicated union staff working under labor contracts.
According to Mr. Tung, this workforce arose because the union's official staff could not handle all the organization's tasks due to the increasing number of workers, union members, and grassroots unions. The support not only helps them alleviate difficulties when leaving their jobs due to restructuring but also acknowledges their contributions to the union's development.
