The Government issued Decree 267, effective from 1/7, detailing disciplinary measures and compensation for acts of waste and violations in anti-waste efforts.
According to the Decree, officials, public servants, or public employees who act under superior orders, unaware that such orders are unlawful, may receive reduced disciplinary action.
Heads and deputies who lack responsibility, loosen management, and allow waste in their unit will face disciplinary action. They will be reprimanded if their subordinates receive criminal penalties like fines, non-custodial re-education, or imprisonment for up to 3 years. A warning will be issued if subordinates are imprisoned for 3 to 7 years, and dismissal if subordinates are imprisoned for 7 to 20 years.

Officials, public servants, or public employees causing waste for the first time, with damages ranging from 2 to under 50 million VND, or from 50 to 75 million VND under mitigating circumstances, will face a reprimand. Similarly, those who fail to or delay issuing, amending, or supplementing regulations on thrift and anti-waste, leading to wasteful outcomes, will also be reprimanded.
A warning will be issued for repeated acts of waste after a reprimand, or for first-time waste causing damages from 50 to 75 million VND.
Officials, public servants, or public employees in leadership or managerial roles will face dismissal if they repeat an offense after a warning. Dismissal also applies to first-time waste exceeding 75 million VND, provided it does not warrant forced termination or removal from office, and the individual demonstrates a willingness to acknowledge, rectify, and proactively mitigate the consequences.
Forced termination will apply to public servants or public employees in leadership or managerial roles who have been dismissed and repeat an offense, or to non-managerial public servants or employees who have been warned and then repeat the offense. The same disciplinary action applies to individuals who cause first-time waste exceeding 75 million VND without acknowledging, rectifying, or proactively mitigating the consequences.
Additionally, individuals who obstruct or are negligent in inspecting, auditing thrift and anti-waste efforts, or in verifying, handling, resolving, or enforcing decisions on related complaints and denunciations, will be reprimanded. A warning will be issued to those who repeat such offenses after a reprimand, or violate regulations protecting individuals fighting against waste.
In addition to these disciplinary measures, officials, public servants, and public employees who cause waste must compensate for the damages incurred.
