Thirteen other localities have completed processing all cases that finished training before 1/3/2025, including: Bac Ninh, Ca Mau, Lao Cai, Ninh Binh, Quang Tri, Son La, Thai Nguyen, Dien Bien, Dong Nai, Thanh Hoa, TP Hue, Tuyen Quang, and Nghe An.
As of now, 36,840 individuals who completed their training before 1/3/2025 have yet to take the test. The majority of these outstanding cases, 26,500 (72.6%), are for Class C licenses. Local police departments continue to administer tests and expect to complete them by August.

Since 1/3/2025, traffic police nationwide have taken over responsibilities for administering driving tests, issuing car licenses, renewing and re-issuing licenses, and issuing international driving permits from the transport sector.
Official statistics show that immediately after the transfer of duties, over 700,000 people nationwide had completed driver training but had not yet taken the driving test. In mid-July, the Traffic Police Department issued a document requiring localities to complete this process within July.
After successfully passing the driving test, individuals wait three days to receive their driver's license number. During inspections, drivers can present their license on VNeID or provide their driver's license number.
