On the morning of 8/12, speaking at a national conference reviewing party building and organization work for 2025 and outlining tasks for 2026, Permanent Member of the Secretariat Tran Cam Tu stressed that preparing personnel for the 14th Congress is the continuous focus for the entire sector moving forward. The party building and organization sector must coordinate closely with relevant agencies to prepare for the election of National Assembly delegates and People's Council delegates at all levels for the 2026-2031 term, laying the foundation for consolidating the State apparatus for the new term.
The Permanent Member of the Secretariat also called for completing and effectively implementing new organizational models. Agencies within the political system must be reviewed, supplemented, and their functions and duties perfected to ensure smooth operations. Decentralization and delegation of power between central and local levels must be linked to enhancing autonomy and accountability.
The party building and organization sector must strictly implement regulations on cadre evaluation, training, and utilization based on democratic, transparent, impartial, and objective principles, ensuring accountability and mobility ("co vao co ra", "co len co xuong"). The policy to encourage and protect cadres who dare to think, act, and take responsibility for the common good needs genuine implementation.

The Permanent Member of the Secretariat also called for attention to discovering, training, fostering, and utilizing talent. Emphasis should be placed on building teams of scientific and technical cadres, female cadres, young cadres, ethnic minority cadres, state enterprise management cadres, strategic-level cadres, and grassroots cadres. Cadres with low prestige, weak capacity, or lack of responsibility must be replaced promptly, without waiting until the end of their term.
At the conference, Hoang Dang Quang, Deputy Permanent Head of the Central Organization Commission, reported that in 2025 and the preceding term, the entire sector completed a substantial volume of work. The streamlining and reorganization of the apparatus were implemented nationwide on an unprecedented scale. Party congresses at all levels for the 2025-2030 term were successfully organized.
Personnel work for the 14th Congress was advised cautiously, thoroughly, democratically, and objectively, achieving high consensus. For the first time, the entire country completed the arrangement of all provincial and city Party Secretaries and Chairpersons who were not from the local area.
