Speaking at a ceremony commemorating the 65th anniversary of the People's Procuracy (26/7/1960) on the morning of 21/7, Party General Secretary To Lam affirmed that regardless of its organizational structure, apparatus, or tasks, the People's Procuracy maintains a crucial position and role within the socialist rule-of-law state apparatus.
The General Secretary urged the procuracy to closely adhere to its political duties in the country's new stage of development. He emphasized the importance of aligning its activities with the overall requirements of building a socialist rule-of-law state, linking them to the ongoing renovation process and rapid, sustainable development.
The procuracy needs to ensure efficient and seamless operation under the streamlined, three-tiered model. The People's Procuracy serves as a vital institution for safeguarding the socialist legal system, upholding judicial integrity, and contributing to the principle of upholding the law. It also protects human rights and citizens' rights – core values of a socialist rule-of-law state.
The General Secretary noted that prosecutors must possess strong political mettle, deep professional expertise, impeccable ethics, strict discipline, and "the courage to defend what is right and resolutely fight against what is wrong." Each prosecutor should clearly understand their mission to protect the legal foundation of national construction and defense, continuously cultivating their political qualities and professional ethics according to Ho Chi Minh's teachings: "Impartial, upright, objective, cautious, and modest."
Prosecution activities must ensure adherence to the law, targeting the right individuals for the right offenses, avoiding miscarriages of justice and letting crimes go unpunished. "The spirit of strict handling must be humane and compassionate. Law is not only for punishment, but also for education, rehabilitation, protection, and paving the way for positive change," the General Secretary stressed.
Each decision to prosecute, not prosecute, appeal, or recommend directly impacts people's lives, so "both reason and sentiment must be carefully considered so that those subject to legal proceedings are completely convinced, contributing to strengthening people's faith in the judicial system."

The General Secretary also urged the procuracy to strengthen the protection of public interests, state interests, and vulnerable groups. He stressed the need for close oversight in resolving civil, administrative, business, and commercial cases. The procuracy should promote the application of streamlined procedures and non-litigation measures, such as mediation, dialogue, negotiation, and plea agreements, to minimize social conflicts and conserve social resources.
The Party leader advised the procuracy to accelerate digital transformation, apply science and technology, modernize its operations, and work towards building an electronic procuracy model.
At the ceremony, General Secretary To Lam presented the "Labor Hero" title to the Supreme People's Procuracy.
That same morning, the General Secretary visited the procuracy's smart operations center, which aims to manage the entire criminal case handling process digitally. The center will connect criminal case data between the police, procuracy, and courts, while also applying artificial intelligence (AI) and big data analysis to support professional activities.
