On the afternoon of 1/7, General Secretary To Lam inspected the operations of local governments at two levels: Phuc Thinh commune, Tay Ho ward, and the Hanoi Public Administrative Service Center.
Phuc Thinh commune, located in the north, serves as Hanoi's gateway, connecting Noi Bai International Airport with the northern provinces. Its transportation infrastructure includes the Nhat Tan - Noi Bai route, Vo Van Kiet route, and National Highway 3, with the third ring road currently under development.
The General Secretary recognized the Nhat Tan - Noi Bai route as a key driver of the capital's economy, with a focus on developing financial, commercial, service, and logistics centers. Numerous large-scale projects are underway in the commune to synchronize planning. This will provide significant resources for future development.

Tay Ho ward is located near a major transportation hub, close to the city center, providing convenient access to the city's service, economic, and administrative areas. The ward boasts well-developed technical infrastructure and has a party committee comprising 100 affiliated party organizations.
Observing the first day of operations, the General Secretary assessed the newly established commune and ward governments as having generally met initial requirements. He emphasized the importance of thorough preparation of technical equipment and a commitment to providing optimal public service.
The General Secretary highlighted that as the country enters a new era of development, there is a growing demand for innovation in organizational structure and leadership methods, from the central to the local level. The restructuring of administrative units is a major and crucial initiative of the Party and State. This strategic, long-term task demonstrates a strong political commitment to building a streamlined, effective, and citizen-centric administration.
Addressing officials in Phuc Thinh commune and Tay Ho ward, General Secretary To Lam urged them to demonstrate a high level of responsibility, dedication, political will, intellect, and ethical conduct. Each official must be at the forefront of innovative management, prioritizing effective public service.
"We must shift from an administrative to a service mindset, focusing on tangible results to gain public trust and support," he said.

Regarding future tasks, the General Secretary called for thorough preparations for the first Congress of the Phuc Thinh Commune Party Committee for the 2025-2030 term, focusing on the political report. "A 5-year development plan should be formulated to inform the political report's development direction. Simultaneously, the resolutions of the Central Committee and Hanoi City must be fully implemented," he said.
Furthermore, the commune must continue to enhance measures to ensure the well-being of its people and disseminate the resolutions of the Central Committee and the city to the grassroots level. Central and city agencies must maintain close supervision of local government activities, promptly addressing any challenges.
The General Secretary also advised Tay Ho ward on the preparations for its first Party Congress. The political report should demonstrate strategic vision, reflect the reality of development, identify bottlenecks, and pinpoint breakthrough areas. The report should also embody the aspirations and identity of a ward that enjoys many advantages, with West Lake as its central driving force.
The ward should continue to promote digital transformation, implement digital literacy movements, and apply artificial intelligence to improve work processes. Digitizing citizen records and cultural heritage data are crucial steps towards building a smart and modern digital government.
"This is not just an administrative requirement but also a vivid demonstration of innovative management thinking and the implementation of Party resolutions," the General Secretary said.
With its thousand-year-old tradition of culture and heroism, spirit of unity, and intellect, the General Secretary expressed his hope that the Hanoi Party Committee and government will innovate management models, enhance the quality of local governance, and build a modern and professional administration that effectively serves the people.
