Chairing a meeting of the Politburo and the Party Secretariat on the administrative unit restructuring on 4/7, Party General Secretary To Lam urged standing boards of provincial and municipal party committees to ensure smooth implementation of all tasks under the jurisdiction of both provincial and communal levels, avoiding delays or omissions. The overarching goal is to better serve the public and businesses.
The general secretary requested localities to promptly review the assignment and arrangement of officials and employees at provincial and communal agencies. Provinces must provide timely support and personnel to communes, wards, and special zones lacking specialized staff to ensure efficient operations. Benefits and policies for officials, party members, public employees, and retirees or those leaving their jobs must be fully addressed following central guidelines.
The public also needs clear information about the new regulations and the new working locations of local administrative agencies. Localities were tasked with collaborating with the Ho Chi Minh Communist Youth Union to mobilize IT student members and youth volunteers to assist officials and the public in operating the administrative system, providing online public services, and handling administrative procedures.

The general secretary advised standing boards of provincial and municipal party committees to thoroughly prepare for party congresses at all levels leading up to the 14th National Party Congress, in conjunction with preparations for the National Assembly and People's Council elections. The Party Committee of the Government was assigned to compile statistics on non-professional communal officials who retired after the restructuring and report on the resolution of their benefits, ensuring accuracy and retention of competent personnel.
"We need to continue reviewing, amending, and supplementing regulations on salary and responsibility allowance policies for officials to align with the new organizational structure," the general secretary emphasized.
Regarding the Vietnam Fatherland Front and socio-political organizations, the general secretary requested a focus on streamlining and improving the effectiveness of their operations, ensuring close ties with the people. He also called for streamlining mass organizations to make them more practical.
According to the report at the meeting, from 20/6 to 30/6, a pilot run of the two-level local government model was implemented simultaneously in most communal administrative units. The pilot showed that agencies and localities actively carried out tasks as directed by the central government and provinces. Officials quickly adapted to their new roles, processing work electronically through modern management systems.
On 1/7, the two-level government officially commenced operation, marking a transition to a new development phase with the goals of streamlining, enhancing effectiveness, and improving public accessibility. Localities have implemented various solutions to ensure smooth operations, such as arranging transportation for officials between administrative offices, organizing training, particularly in electronic document processing, and assigning experienced staff to support new personnel. Many provinces and cities have effectively piloted the entire system, especially at public administration service centers.
Initial reports indicate that the new organizational model has operated stably, administrative procedures have been processed quickly without interruption, creating a positive foundation for further improvements in the future.
