This new agency will serve as an advisory body for the VFF Central Committee, its Presidium, and Standing Board. It will coordinate and guide the activities of socio-political organizations and mass associations under the Party and State at the central level. The agency will also act as a central hub for expertise and professional operations related to the VFF and social organizations.
The Standing Board consists of the President, full-time Vice Presidents, and the Vice President-General Secretary. They will oversee organizational tasks, management, personnel, finances, and assets. The President of the VFF Central Committee will head the agency; the Vice President-General Secretary will be the permanent deputy head; and the remaining Vice Presidents will lead member organizations such as the Vietnam General Confederation of Labor, the Farmers' Association, the Women's Union, the Ho Chi Minh Communist Youth Union, and the Vietnam War Veterans Association – all serving as deputy heads of the agency.
The agency comprises advisory units including: the Office; Organization and Inspection Board; Democracy, Supervision and Social Criticism Board; Social Work Board; Propaganda Board; Ethnic and Religious Affairs Board; People's External Relations Board; Mass Association Work Board; and the Finance and Planning Department. Affiliated units include the Training and Scientific Research Institute; the VFF Museum; and Dai Doan Ket (Great Unity) newspaper.

The Office of the Vietnam Catholic Solidarity Committee is established and its functions and tasks are defined by the VFF Central Committee Standing Board. The VFF Central Committee will also establish advisory councils, expert systems, seconded officials, and collaborators to meet practical demands.
Speaking at the conference, Do Van Chien, President of the VFF Central Committee, emphasized that the VFF will lead and operate the new organization effectively, continue streamlining the apparatus, and improve regulations to ensure smooth operation at all three levels.
He affirmed that the VFF will strengthen mobilization of all social strata, ethnic groups, religions, overseas Vietnamese, association members, businesses, etc., to promote national unity and effectively implement major campaigns and patriotic emulation movements. This will contribute to achieving socio-economic development goals and ensuring national defense and security in 2025 and the 2026-2031 period.
The VFF will also focus on preparing for the National Congress for the 2026-2031 term, congresses at all levels, and leading socio-political organizations in preparing for Party congresses at all levels, leading up to the 13th National Party Congress, the National Assembly election for the 16th term, and the People's Councils elections for the 2026-2031 term.
In addition, the VFF will implement tasks such as: supervising the operation of the two-level government model; monitoring the implementation of four key resolutions of the Politburo; and developing the National Great Unity Strategy to 2030, with a vision to 2045.
