On 30/7, Party General Secretary To Lam chaired a meeting with the Document Subcommittee, the Standing Board of the Socio-Economic Subcommittee, the Standing Board of the Party Statutes Subcommittee of the 14th National Congress, and the Standing Board of the Steering Committee for the Summary of 40 Years of Renovation, to discuss draft documents for the 14th National Congress.
In his concluding remarks, the General Secretary stated that after incorporating feedback from the meeting, the draft documents were ready to be submitted to party congresses at all levels. These documents serve as important resources for all levels and sectors to develop, supplement, and finalize their own congress documents.
For the next steps, the General Secretary requested that the Standing Board of the Editorial Team, the Document Subcommittee, the Party Statutes Subcommittee, and the Steering Committee for the Summary of 40 Years of Renovation promptly finalize the draft reports based on feedback from the Politburo, the Secretariat, and the meeting. The drafts should be concise, easy to understand, memorable, and actionable, with careful attention to wording and phrasing. These documents were to be sent to relevant units and localities by 31/7.

The General Secretary noted that while the documents had been further refined, much work remained to ensure they were high-quality and truly served as "a guiding torch and an action manual for the entire Party."
Moving forward, the standing boards of the subcommittees and the steering committee would continue to research, update, and refine the draft documents. "This process must be continuous until the documents are approved by the congress for implementation," the General Secretary said.
He requested the Standing Board of the Socio-Economic Subcommittee to collaborate with the Party Committee of the Government to direct the Party Committee of the Ministry of Finance in reviewing the report's content, particularly the action program for implementing the 14th National Congress Resolution. This review should include assessing resource mobilization capacity, funding availability, and conditions for implementation.
The numerous schemes, projects, and works mentioned in the program require preliminary assessments of implementation conditions. This includes clarifying the order of operations, ensuring effectiveness, and considering factors related to stable development.
The General Secretary emphasized prioritizing key, impactful projects and avoiding proposing too many projects that exceed available resources or fail to meet overall requirements. This is crucial for ensuring the feasibility and actionability of the documents.
The Party Central Committee Office was tasked with collaborating with other agencies to review the new political report and its accompanying action program. This is to report to competent authorities for directing the implementation of tasks and content that can be carried out in 2025, laying the groundwork for immediate implementation after congress approval.
At the meeting, delegates provided feedback on finalizing the draft documents for the 14th National Congress, including: the Political Report; the Report summarizing 40 years of renovation; and the Report summarizing 15 years of implementing the Party Statutes.
The 14th National Congress is scheduled for 1/2026, with 1,588 delegates, including 165 members of the 13th Central Committee, 353 elected delegates, and 1,070 appointed delegates.
