On the morning of 14/8, Party General Secretary To Lam and the Central delegation offered incense in memory of President Ho Chi Minh and other revolutionary predecessors at the Tan Trao National Monument. This activity commemorated the 80th anniversary of the August Revolution and National Day (2/9). It also honored the tradition of the People's Public Security force and National Security Protection Day.

After the incense offering ceremony, the General Secretary wrote in the guestbook, stating that each time he returns to Tan Trao and the historical site, he feels like he is reliving the heroic and fervent atmosphere of the days leading up to the August 1945 Revolution and the nine years of resistance against the French. The decisions of President Ho Chi Minh and the Party Central Committee "determined the nation's destiny, arousing unity, determination, and the indomitable fighting spirit of our army and people, leading the Vietnamese revolution to great victories, establishing the Democratic Republic of Vietnam, expelling the French colonialists, and completely liberating the North".
The General Secretary called on Tuyen Quang province to preserve and promote the historical significance of the monument to educate about tradition, foster patriotism, love for the people, and the spirit of striving for a Vietnam "more dignified and beautiful", as President Ho Chi Minh desired.
Later, at the National Security Protection Day event, the General Secretary requested the expansion of the movement from villages and hamlets, building each family into a "fortress" and each citizen into a "soldier" on the security protection front.

Working with the Standing Committee of the Tuyen Quang Provincial Party Committee, the Party leader acknowledged the stable operation of the two-level government model after the merger with Ha Giang. He requested further improvement of the model, enhancing the quality of the cadre team, and promptly addressing the benefits for those affected by the organizational restructuring.
The General Secretary emphasized that Tuyen Quang must take advantage of the merger opportunity to improve the investment environment and promote the green, digital, and circular economy. The province also needs to develop infrastructure in key areas: the Tan Trao relic site, the Na Hang - Lam Binh Nature Reserve, the Hoang Su Phi terraced fields, and the Dong Van Karst Plateau. However, the province must uphold the principle of "not trading the environment, culture, and social security for mere growth".
He also suggested restructuring agriculture in conjunction with building model new rural areas, making tourism a spearhead economic sector based on historical, cultural, and natural values, with professional and competitive products. Development needs to synchronize the economy and society with consolidating national defense and security in remote, border, and island areas.
The General Secretary presented funding for the construction of Thanh Thuy commune's primary and secondary boarding school, hoping that the younger generation will receive a good education and become driving forces for the strong and sustainable development of their homeland.
