According to Conclusion No. 170 issued on 24/6, the party secretariat has asked provincial and municipal party committees to review and adjust plans for announcing the new administrative units on 30/6, ensuring consistency with central directives.
Announcements can be combined with celebratory activities to create a positive atmosphere, but these should avoid extravagance, excessive spending, and negative public perception. Localities are permitted to organize firework displays if conditions allow, but not using state funds.
The party secretariat has demanded that all outstanding tasks be completed before 30/6 to prevent unfinished business and ambiguity regarding authority and responsibility between government levels when the old apparatus ceases operation.

Before 27/6, localities must conduct trial runs of party agencies, administrations, the Vietnam Fatherland Front, and socio-political organizations at the communal level, along with evaluations and reviews. Preparations for offices, equipment, and working facilities must also be completed to ensure the new apparatus operates smoothly from 1/7.
Officials and employees are expected to focus on fulfilling their duties, maintaining a professional image and work ethic, and serving the public. Provinces are required to promptly provide personnel support to communes lacking specialized staff.
The party secretariat has assigned party committees to complete the establishment of party organizations and appoint committees, inspection commissions, people's councils, people's committees, and the Fatherland Front in the new provinces, communes, wards, and special zones.
The Ministry of Public Security is tasked with ensuring security and order on 30/6 and 1/7, preventing complaints and large gatherings. The party Central Office is responsible for guiding the announcement of resolutions and decisions by the central government and localities on 30/6, so the new units can officially commence operations on 1/7.
After the restructuring, the country will have 28 provinces and 6 centrally-governed cities, along with 3,321 communes, wards, and special zones. According to Deputy Prime Minister Nguyen Hoa Binh, localities will simultaneously announce new boundaries and leadership personnel on 30/6, preparing for the new administrative system to function the following day.
