At Tuesday's special session, 81 out of 82 Da Nang city council delegates present voted for Pham Duc An, deputy secretary of the city's party committee, to become the chairman of the city's people's committee for the 10th term (2021-2026).
At the same session, the delegates also voted to relieve Luong Nguyen Minh Triet of his duties as chairman of the city's people's committee.

An, 55, succeeds Luong Nguyen Minh Triet, an alternate member of the party central committee. Triet had served as chairman of Da Nang city's people's committee (after the merger with Quang Nam) since July 1.
On Monday afternoon, Triet was appointed secretary of Da Nang city's party committee by the politburo, replacing Nguyen Van Quang, who moved to Hanoi to become permanent deputy inspector general of the government inspectorate. The party secretariat assigned An to join the standing committee and serve as deputy secretary of Da Nang city's party committee for the 2020-2025 term. He was also nominated for election as chairman of the city's people's committee for the 2021-2026 term.
After his election, An expressed his gratitude for the city council's trust and acknowledged the challenges ahead. Da Nang is expected to become a growth hub in the Asia-Pacific region, a center for innovation, the digital economy, and the green economy. The city also aims to successfully develop the international financial center and the free trade zone.

An described Da Nang as a locality rich in tradition, with a leading position in economics, culture, and society, along with many geographical and policy advantages. He pledged to work with the city's leadership to promote unity and innovation, unlock resources, accelerate digital transformation, and improve PCI (provincial competitiveness index) and PAPI (public administration performance index) scores. He also emphasized ensuring social security, political security, and maritime sovereignty, striving to achieve and surpass GDP targets for 2025-2030.
An called for collaboration, supervision, and support from the city's party committee, people's council, national assembly delegation, agencies, organizations, people, and the press to build a civilized and modern Da Nang, a growth hub for the entire country.
An was born in Kim Bang commune, Nghe An province. He holds a senior degree in political theory, bachelor's degrees in economic law and finance-banking, and a master's degree in business administration.

An has held various positions, including director of the legal department, director of the Hung Yen branch, deputy general director and general director of the Vietnam investment and development bank (BIDV), general director of the Vietnam-Russia joint venture bank (VRB), chairman of the members' council of the Vietnam bank for agriculture and rural development (Agribank), chief of office of the state bank of Vietnam, chairman of the Vietnam banking association, and a member of the 15th national assembly.
In 12/2024, the party secretariat assigned An to be the deputy secretary of Quang Ninh province's party committee for the 2020-2025 term. In 12/2024, the provincial people's council elected him chairman of Quang Ninh province's people's committee for the 2021-2026 term.
