On 5/8, the Lam Dong Provincial People's Committee instructed the Department of Finance and specialized units to review and evaluate Mat Troi Airport JSC's proposal, advising the committee on its decision.
The investor previously requested a shift from a build-operate-transfer (BOT) model to a business investment model under the Law on Investment for the civilian component, proposing an August 19th restart date.

Planned since 2013, Phan Thiet Airport is a dual-use (military-civilian) project spanning over 543 hectares in Thien Nghiep commune (now Mui Ne ward). Initially a 4C-class airport, the prime minister later approved an upgrade to 4E, featuring a 3,050-meter runway and a terminal designed for 2 million passengers annually.
Construction began in 2015 but was later halted. The project was revived in April 2021. The Ministry of National Defense has completed the military sections, now used for flight training. However, the civilian component, overseen by the Binh Thuan Provincial People's Committee, experienced delays due to scale adjustments and investment model changes.

Rang Dong JSC was the initial BOT investor, but after the scale adjustments, the province sought a new investor. In March 2025, at a cooperation signing ceremony with the former Binh Thuan Provincial People's Committee, Vietnam Airlines stated its intention to launch flights to Phan Thiet in 2026 if the civilian section is completed promptly.
