Around 4:40 p.m. on 23/7, a middle-aged man driving a Ford pickup truck was moving slowly on Kham Thien street towards Le Duan, in the old Hoan Kiem district. Near Van Chuong alley, To Tich street, and Cong Trang street, the truck suddenly accelerated.
The vehicle struck a young man exiting Cong Trang alley and then hit a man standing on the sidewalk, trapping him underneath. The truck only stopped after crashing into a row of motorbikes parked outside a billiards parlor at 85 Kham Thien street, near the turn into To Tich alley. The accident spanned approximately 20 meters.
Passersby tilted the truck to free the trapped man. The victim, bleeding from the head and with scrapes on his limbs, remained conscious and was taken to the hospital.
The driver exited the vehicle and inquired about the victim's condition.

Seven motorbikes were damaged at the scene, some severely. The pickup truck sustained damage to some plastic parts. Police are investigating the cause of the accident.
