On 23/7, 34-year-old Kha Thi May, residing in Huu Kiem commune, former Ky Son district, went into labor. Flooding caused by heavy rain made roads impassable, preventing her family from taking her to the medical center, so they contacted the authorities.
Huu Kiem commune police dispatched officers and a vehicle to Ms. May's home. The route to the commune health center was about 20 km, with many sections deeply flooded and muddy. The officers used a canoe to transport Ms. May through strong currents, then escorted her on foot and by motorbike through landslides and mud.

"During the journey, Ms. May experienced continuous labor pains. We were very worried she might give birth amidst the floodwaters, but thankfully we got her to safety," said a police officer involved in the rescue. Ms. May later safely delivered a healthy baby girl.
Due to the remnants of Typhoon Wipha, Nghe An province experienced heavy rainfall, leading to severe flooding and localized isolation in Huu Kiem commune.
According to the National Center for Hydro-Meteorological Forecasting, on 23/7, heavy rain concentrated in the southern part of the Northern Delta, Thanh Hoa, and Nghe An provinces, with widespread rainfall of 100-200 mm and over 300 mm in some areas. Other areas in the Northern Delta and Ha Tinh province received 20-50 mm of rain, and over 100 mm in certain locations, with a risk of intense rainfall exceeding 150 mm in 3 hours, causing floods, flash floods, and landslides.
