The Government's Steering Committee for Science, Technology, Innovation, and Digital Transformation issued a conclusion on August 8 following its July meeting. The committee directed the Ministry of Public Security to link prescription data from hospitals to the medical data coordination system and pharmacies, integrating it with the VNeID app.
The Ministry of Public Security will also research and develop a citizen data cloud integrated on VNeID (level 3 upgrade) to form a unified digital platform serving online administrative procedures. In August, localities will coordinate to reduce paperwork, replacing it with data integrated on VNeID, and return processing results through the app.

Provincial and city chairpersons are tasked with inspecting, rectifying, and ending the practice of "paperwork brokers" at public administration centers. They are also tasked with promoting the "0 dong" fee policy for online public services. From 1/10, the entire country will accept administrative procedures entirely electronically. Provinces must arrange equipment, personnel, and union members to guide people in using the services.
The Ministry of Science and Technology is responsible for drafting amendments to four laws: the Law on Digital Transformation, the amended Law on Intellectual Property, the amended Law on High Technology, and the amended Law on Technology Transfer. These will be submitted to the National Assembly at its 10th session. The ministry will also propose mechanisms to encourage research institutions, universities, and science and technology organizations to contribute capital to establish businesses to commercialize research results. The ministry will also coordinate with the Ministry of Finance and the Ministry of Industry and Trade to deploy digital infrastructure, nationwide 5G coverage, and promote satellite internet.
The Ministry of Home Affairs needs to develop criteria, management regulations, working regimes, remuneration, and recruitment processes for chief engineers and chief architects. They will also develop mechanisms to attract domestic and international talent in science, technology, innovation, and digital transformation, with the goal of at least 100 leading experts returning to work in the country. The Ministry of Home Affairs and the Central Organization Committee will develop a decree to evaluate civil servants based on KPIs, to be implemented from 2026.
